Permalink are being calculating automatically, But when post title is too long then link exceed max limit and are being cut., So better option is you create custom permalink with your blogger posts,
# Click on it
# Now choose custom Permalink
# Enter link name in box and click done.

# Now you're done adding link, Click publish when you want to publish the post.
If Post title is too long you can give permalink with shorten texts.
